Mark E. Pacious was educated at Columbia University, receiving a Bachelor of Arts degree in 1979.  In 1983, Mr. Pacious was awarded the Master of Business Administration degree from the University of Texas at Austin, where he won the Dean's Award for Academic Excellence.

Mr. Pacious joined Dreyfuss in 1985 after several years with The Lindley Group, Inc., a real estate consulting firm in Austin, Texas.  Since joining Dreyfuss, Mr. Pacious has held numerous positions including Director of Market Research and Analysis, Director of Property Management, and Director of Acquisitions.  In these capacities, he has overseen a portfolio of over 14,000 apartments, generating well over $100 million in annual receipts.  His responsibilities have included the planning, analysis and implementation of marketing strategies for numerous properties.  In addition, he has been responsible for the day-to-day operations of over 350 central office and field personnel.

Mr. Pacious currently serves as Executive Vice President for Dreyfuss.  In this capacity, he has been intimately involved with the planning and implementation of design, marketing and operating strategies for a variety of properties.  He is responsible for all legal, insurance, administrative, accounting and financial aspects of a portfolio of properties valued at over $1 billion.  Mr. Pacious is also charged with conducting market analysis and due diligence on all new business opportunities. He has overall responsibility for the successful performance of all management functions regarding the properties under Dreyfuss management.

Mr. Pacious holds a Maryland Real Estate Salesman's license and is a member of the Urban Land Institute.  He was a founding member of the AOBA Apartment Excellence Awards Committee and is a member of the AOBA Utility Committee.


 
Jaqueline E. Rock
Director of Property Management


Jackie Rock, Director of Property Management, joined Dreyfuss in 1975 after seven years with GEICO managing their Overseas Insurance Division.  Ms. Rock began her career with Dreyfuss as a Leasing Consultant and has served as Assistant Property Manager, Property Manager, Regional Manager, and Director of Property Management.

Ms. Rock has been instrumental in establishing policies and procedures for the efficient management of multifamily property. Over the years, she has been responsible for taking over, repositioning and marketing numerous properties. In particular, she has had direct responsibility for hiring and training staff. She is experienced in establishing and motivating efficient marketing teams. In her career with Dreyfuss, Ms. Rock has managed 75 properties, encompassing over 17,000 units.  She has been deeply involved in both new construction projects and the conversion of rental units to condominiums, coordinating with developers to take delivery of units as they came on line, transitioning renters to owners and establishing detailed quality control procedures to ensure the highest level product is brought to market. She currently oversees six Regional Managers and nearly 160 field personnel. Her responsibilities include overall supervision and direction of all management department operations, including planning, budgeting, marketing, renovation, fiscal operations, contracting, and personnel administration.  

In her current capacity, Ms. Rock is directly involved in the development of marketing strategy, including brochure design, model layout, and advertising placement. She is responsible for the recruitment of key management personnel and has been directly responsible for the successful repositioning and marketing of numerous multifamily projects in the Washington area. She has also been deeply involved in managing the conversion of rental properties into condominiums. In this capacity, Ms. Rock has been instrumental in establishing and maintaining policies and procedures affecting all aspects of the conversion process.



 
Douglas S. Porter, CPA
Chief Financial Officer


With over twenty-five years of accounting and operational experience with both large corporate and smaller entrepreneurial entities, Mr. Porter serves as the Chief Financial Officer of both Dreyfuss Management LLC and Financial Management Solutions LLC. Mr. Porter received a Bachelor of Science degree in accounting from the University of Maryland in 1981. He has experience in many different fields including real estate, software, telecommunications, sports marketing, computer hardware, and professional sports franchises. Following graduation, Mr. Porter began his career as an internal auditor with Contel, a national telecommunications firm.

Over the next several years, he worked as comptroller for a marketing and public relations firm and Financial Manager for Wang Labs. In 1986, Mr. Porter became Comptroller for Pro Football, Inc., the ownership entity for the Washington Redskins football franchise. For the next twelve years, Mr. Porter worked for the Redskins and then as Vice President of Finance for ProServ, Inc., a professional sports marketing agency, where he merged the operations of several smaller entities and then coordinated the sale of the company to a publicly traded New York company. In 1998, Mr. Porter joined Descartes Systems Group, a Canadian software company, as Vice President of Finance. Rather than move to Canada, Mr. Porter joined FMS in 2003 as Chief Financial Officer.

As CFO, Mr. Porter currently oversees all aspects of accounting and financial activity for over 10,000 multi-family units as well as over 100,000 square feet of commercial space. He works on behalf of various ownership groups.  His staff is responsible for all payroll, accounts receivable, accounts payable and banking activities for over fifty separate entities.

Mr. Porter is a Certified Public Accountant and is an active member of both the AICPA and GWSCPA.
